I have been using MPE since version 1.0 and its a great software... I have downloaded 1.7.3, installed without errors and when I launched it, the start-up screen is there without any action...
when i go to the task manager the program is running normally ...
MyPhoneExplorer does not use the Windows Installer. When MyPhoneExplorer loads some librarys the Windows Installer hangs in and thinks there is something to do - its a bug in the Windows Installer - it has directly nothing to do with the Installation of MyPhoneExplorer. You can also try to fix your registry with RegSeeker or you coulddisable the Windows Installer-Service for testing.
To check the installer-problem it could also help if you take a look at the Taskmanager. If another process gets started except MyPhoneExplorer.exe when starting then it has something to do with Installer-Bug.
To be sure that it was not a worst Installation and that its not an Access-Rights-Problem of Vista you can try this:
- uninstall MyPhoneExplorer
- create a new Admin-Useraccount
- disable UAC (User account control)
- disable DEP (Data Execution Prevention)
- disable your Virus-Scanner (dont forget to disconnect the PC from Web before)
- log in into the new Admin-Account
- run the Setup of MyPhoneExplorer via rightclick->Run as Administartor
Maybe this procedure works. If MPE is installed and can be started then you can switch back to your old profile and enable the disabled features.

I'm using Vista
I normally use a RegularUser account, and there is where I want to use MyPhoneExplorer. I don't mind having to enter Admin credentials to launch it.
When opening MPE explorer from the RegularUser desktop, the "loading interface" splash screen does not go away. If I do it as RegularUser, the splash screen is in German. If I do it as Admin, the splash screen is in English. But they never go away.

System.OverflowException: Arithmetic operation resulted in an overflow.

at System.Windows.Forms.Control.ControlNativeWindow.WndProc(Message& m)
at System.Windows.Forms.NativeWindow.Callback(IntPtr hWnd, Int32 msg, IntPtr wparam, IntPtr lparam)
I think it has to do with this FAQ. The messagetext itself never appears in MyPhoneExplorer cause the message comes from a JIT-Compiler like used from the .NET-Applications. I think the Windows-Setup calls another executable before MPE loads and throught this the error appears.
