Forgive me if this is not the place for this...
In Thailand (among other places), the year is reckoned as 2549 (the calendar is our normal calendar +543 years). So, when I synced the phone time to the internet time, the phone thought the year was 2049 (not 2549 or 2006). In this locale, Windows reports the year as 2549, though it "knows" the year is 2006, i.e. the 2549 is a formatting issue, and the computer knows it's the same year as another computer using a locale where this year is reported as 2006.
