Hmm, maybe it has to do with the custom page for the eBay-Links. Can you try it please with v1.5.9 - you can get it here.

Did you also try to start the setup via rightclick->Run as Administrator ?

Hmm - but why only you get this problem ?
v1.6.7 was online some month and many people have installed it without problems. Anything special on your PC ?

I think i have found the bug. Please install v1.7 again and report if it works now
