SMS to multiple adresss fails, SMS > single SMS limit fai

when forwarding an SMS to multiple users in the phonebook MPE issues an error and does not send the SMS to all recipients.
Also, if the msg is > single msg limit it also fails, even if to a single recipient.

Is this a known bug and is it being addressed?
