This is just a thought. On the phone client, you choose what you are syncing to (I think "phone" or "google"). Make sure you choose the contacts that are populated to sync.

On the phone client "Contact-accounts to sync" is set to "Phone"

Yes, and probably you have no contacts on the "Phone" Account. On the Nexus theay are all listed in the Google account
