I want to know if using the cable usb and being connected MPE, the cellular one is loaded, since I notice that MPE indicates the % of load of the battery but I do not notice if the battery is loaded or loading.

AFAIK there is no command to read out if the battery is fully loaded or not. Its only possible to read out the batterystate in percent. But i think its a minor problem
