Here is pool.ntp.org project, it aims to provide free and load balanced NTP server pool for use in applications and network enabled devices.

You can implement SNTP (Simple Network Time Protocol) which is less complex than normal NTP and should be enough for our purposes. Links to RFCs are in Wikipedia article: http://en.wikipedia.org/wiki/Network_Time_Protocol
PS: Don't hard code one single time server because you can DDoS them (please ask them for permission first!). I think if you set "pool.ntp.org" as default it should be the best resolution for this issue.
