syncing an internet calendar shows incorrect times on phone

I've got an internet calendar that is based on Arizona time (US) which does not use daylight savings time, meaning it does not change, like much of the US does. I'm not sure if this is the reason for the issue, but thought it worth mentioning?

the issue is that I have several recurring weekly appointments in this calendar, (which start prior to the latest daylight savings change) which show the correct time in my Outlook calendar, but show the wrong time in MPE and on my phone.

I've deleted these appointments on the phone/in MPE and tried re-snycing, but the issue remains.

i deleted all the appointments on this calendar in MPE, disconnected the calendars in MPE and synced. restarted the phone and the computer and reset the sync history, then re-synced, to hopefully clear everything.

Restarted the computer, reconnected the calendar, and re-synced. several appointments still show the incorrect times.

I turned on debugging, but don't see where to upload it here.

Please let me know how I can help fix this.

Is this an official Internet calendar which i could also add in Outlook to reproduce the issue?
