How SMS Archive works

Hello.
How SMS Archive (PC) works?
It would be logic, if this folder is common for all users (phones), but it is not.
How can I copy SMS from one phone to another?
Best would be thorough the archive.
Export of SMS from "Recieved" is available, Import is not. Why?
Windows Clipboard is not functional, built-in I dont get it.
So, how can I copy SMS from one phone to another?

Import on Phone is removed due google policy. See

With old client Import of SMS is possible.

With exchange from Archive to phone I don´t have experience itself.
