I started to upgrade my Samsung Galaxy S3 to an S5 and then decided it was not worth it thus I went back to my S3. Now on the phone I have several dups (at least in the calendar) and entries I don't want (example birthdays reminders of people I don't want to be reminded about). These entries are not in my Outlook 2013 x32 on my PC.

Is there a way to force everything in Outlook to replace everything on the phone? Currently in the settings for my Events and tasks I'm forcing outlook to the phone. I expected this to remove events on the phone that are not in Outlook but this is not the case

Go into your app settings on the phone and look for 'calendar storage'. Delete 'data' and your calendar will be wiped clean. A sync will then repopulate it from Outlook (or 'force Outlook to phone' - I always ensure I have the 'confirm' setting checked before I do this ... :-) )

OK you got me on the correct path. Determining how to delete the calendar entries was a challenge.

Following is what I did to clear the calendar storage
Swipe down from the top of the screen
Tap the settings icon
Tap the More icon
Tap Application manager
Scroll to the right until you see All at the top
At the top right section of the screen tap All
Scroll down to the "Calendar storage" and tap it (make sure you select the Calendar storage and not the Calendar entry
About mid way down you will see the "Clear data" button, tap the button and then confirm by tapping the OK button
The storage should now report zero for all of the storage areas
Note if you view your calendar it should have no entries

Now syncing MPE t the phone also presented a challenge. The sync would start and then after a few seconds it would drop. I'm syncing all the events from Outlook to my phone and it goes back several years. Sometimes I need historical data thus I need everything.

When I'd loose the connection (per MPE) I'd unplug the USB cable and reconnect. I was then good for another attempt but again I'd loose the sync. Finally on the phone I left the display on the Developer Options and the sync has been running for a few minutes and I can see the progress (total of over 1800 events). Now I see the "Confirmation for sync.

Well this is interesting, MPE wants to delete some entries from the phone (Public holidays). I'm confused because I've selected the option to force Outlook to the phone. Then later I see MPE wants to delete some entries From the phone (in that the phone has NO events at this time why is MPE attempting to delete entries from the phone?). At this point I switched to the calendar app on the phone.

OK I looked at the calendar on the phone and now I do see entries in the calendar. I suspect that the entries that MPE wants to delete are the duplicate events I had deleted in Outlook a bit earlier today. In that they are old events I'm going to let MPE delete them.

The calendar looks sorta OK but I do see some birthday entries on the phone that are NOT in Outlook and I don't want them on the phone. They are for people that I know but I don't understand why they are on the phone. I want only events that are in Outlook to be on my phone.

I ran the sync several times all had the option to force Outlook to the phone, following are my results
found 12 entries to update the phone
ran again found 3 entries to update the phone (these were part of the previous 12)
ran again found 12 entries (looks like the same 12)
Ran Scanpst.ext five times before no errors were found
Ran sync, same 12 updates
ran again 3 of the 12
ran again same 3 of 12, I selected the option to never sync this entry
ran again 9 of the 12 but not the 3 marked to never sync, selected option to never sync these nine
ran again no updates this time

At this point I'm assuming both Outlook and the phone are in-sync MPE reports that there are 1832 items and Outlook reports that that there are 1832 items (I had to turn this option on). Thus I assume I'm in-sync and now I can sync both ways.

Go to the settings of MPE Client on the phone and tap on "Calendars to sync..." there are some calendars like Birthdays, Weeknumbers, Holidays... these are generated automatically from the phone and it makes sense to disable these calendars from sync with MPE
