i cant seem to get MPE to actually send a text message, it apparently sends the first part of it, and my phone acknowledges that, but then after that it just says "Sending Failed" and the message doesnt send, im not sure wat the problem is, since it will let me save the message as a draft to my phone, but not send it direct from MPE without getting an error and it not sending

Maybe a known problem described in the FAQ

Verified - its exactly the problem which is already explained in the FAQ

except of course with the problem i have, its not being delivered to the recipient, i know this for a fact, so how can it be the same problem, i wudnt have a problem if it was delivering the message

It looks like the same problem cause the whole interface to phone is blocked after the Send-Command. The other phone receives the message, but its not displayed cause the receiver-phone does wait for the next SMS-Part to show the whole sms.

the other phone only receives the first 160 characters, ie i can only send a message that is one sms long at a time, otherwise they only receive the first part

But foirst you said that it is not delivered.
