Hello I'm using MPE 1.7.1 and the Sony Ericsson T290a phone.

I tried syncing from both Google and Outlook (iCal freezes) and neither of them send recurring events to my phone!

All one-time events and the 1st instance of recurring events work, but the recurrances are not sent to the phone.

Is this a bug?

The T290i is a very old phone, i'm near sure that it cannot handle recurring events in general. f.e. the T300 and T310 also cannot handle recurring events.
