Cannot establish WiFi connection

Whenever I try to establish a WiFi connection, I get the error:
SocketError: 10061 - Connection is forcefully rejected.
I am using Windows 10, and a Samsung Galaxy S10+.
The two devices are on the same network (and subnet) - in fact, I can ping the Samsung from Windows just fine.
I have rebooted all devices and still get an error, ie. reboot router, reboot PC, and reboot phone.
I have disabled the Windows Firewall entirely, and I still get the error.
Under the Connection tab I have selected 'Phone Type: Phone with Google Android-OS'.
I have also tried the following 'Connect via...' options:
- WiFi
- Fixed IP-Address
- Autodetect
all with the same error.
Any help would be appreciated.
