I am also not getting a LAC / Cell-ID ( 0000 / 00000000 )
but the phone (Alcatel 3V) has service and a signal

I have the same problem with my new Xiaomi Redmi Note 7 global version.
No CPU or Cell ID
Everything else, including USB connection works perfectly
