Win 10 Photos wont sync over wifi

I cannot get my photos to sync or download to my computer after a win 10 upgrade.

I just did a clean install of Win 10. I am able to get MPE to sync (Outlook 10) calendar, contacts and notes but is does not sync my photos.

I tried direct sync. Files-sync photos icon.
I also tried Multi-sync

Settings
Multi sync "Sync photos" is checked
Advanced 2 link for photos is correct (D drive on my computer)
When I try a photo sync it lists the following
Please wait searching for photos on device
Please wait importing data (pauses for about a minute)
Then it closes that screen and goes back to the main app.

As a workaround, I have tried file sync as well using the DCIM source file and my windows pictures folder as the target. This did not work as well.

In android settings-application manager-MPE client, I cleared the data and cache and rebooted my phone.

In case this was a win 10 permission issue, I made my pictures folder have full permissions after logging in as administrator.

Any thoughts? Anyone else able to do a windows 10 photo sync.

I figured out the solution.

Network and Sharing center- network was set to PUBLIC.
I had to open HOMEGROUP and change the network to PRIVATE.

This solved my sync problem.
