HTC Desire 620 (Android 4.4.4): cannot connect via USB

USB network setting: set to None (no USB tethering, Internet pass-through, or MirrorLink connection)
Rooting status: not rooted (I am not aware of any method to root a Desire 620)
MPE server : 1.0.37

Client OS : Windows 7 Enterprise SP1 64-bit
HTC Sync Manager : 3.1.46.0
HTC Driver Installer : 4.16.0.001
MPE Windows client : 1.8.6

I want to add files from Windows to my external SD card and make other changes to the external SD card like moving folders on the card and renaming files. I did this using MPE on my Samsung Galaxy SII with an Android version older than KitKat. Since there seems to be no way of rooting the Desire 620 (maybe because of the 64-bit Snapdragon?), I also cannot make such changes through file managers like X-plore or Total Commander. So I hoped for MPE using USB debugging.

When I click File > Connect , I receive the error message “Connection to phone could not be established: No device attached to USB”. The connection attempt did not get to the point where I was asked on the phone to grant USB debugging authorization to MPE.

Not sure if this is relevant or not, but I had trouble with USB connection as well after I factory reset my HTC Desire HD 516 Dual Sim. After that, I could not reconnect to My Phone Explorer. I reinstalled My Phone Explorer to my PC (since the client was deleted from my phone during the factory reset) and I did not know of any other way to reinstall the client. Turns out this too didn't work.

Then, I got the idea to enable USB debugging mode & retried. Took a long time to connect, but finally it worked. Maybe you need to enable USB Debugging Mode too?

I did. And I can connect but I don't get write access.
