Connection to phone could not be established

I use a static IP on the router for my phone.

In the past, when I launched MPE from my Windows 10 laptop, it would connect to the known/previously connected IP address, even when I had AutoDetect as the connection setup for this phone. It did not require me to launch the app on the phone first, it just connected, and worked great.

For the last 6 months or so, I cannot get the laptop to connect unless I open the app on the phone first.

Is this a new 'feature', or is my setup broken in some way, and this should work like it used to?
