USB connectin problems from laptop to LG phone

LG Spectrum2 VS930 4G cell phone
HP laptop running MS Vista SP2 platform
MS Outlook 2010 contacts & calendar
MPE 1.8.4 downloaded on laptop & cell phone
downloaded USB debug onto laptop (generic)
attached USB to laptop/phone, set as charge only
Cannot connect via USB in order to run the sync
Need help on how to do this or if it is possible on my particular phone & laptop. Thanks - RF

Probably you mised to enable the option "USB-Debugging" on your phone.
Also check the windows device manager. there should be a entry called like "ADB Interface" without exclamation icon.

Talking about the cell phone, it let me think about the
mobile phone jammer ,a good device to use and have the nice quality,you can have a look at.
