I'm having the same problem with my neo and I've followed the pointed out steps. Still no success, MyPhoneExplorer says there are no USB connected phone. PC Companion works fine over USB
The only sidestep i do regarding the steps is about select "Charge only". This option does not exist in the neo so i select "Media-transfer" (not Mass-memory)

SE-Neo works fine for me.

Which ADB-Drivers have you installed?

but how install it???

Open the devicemanager in Windows while the phone is plugged in, there should a missing driver appear, update this driver and choose the location of the downloaded folder. Don't forget to enable USB-Debugging in the phone.
