The general.ini exists in every version of MPE.

Try Start > Run > %appdata% > OK
You should be able to find a folder MyPhoneExplorer. General.ini should be inside of it.

Maybe you changed the location. This can be done in File > Options > Advanced 2 > Database

Open the file %appdata%\MyPhoneExplorer\general.ini
Make a new line directly under [Main] with the following text: UseLotusGUIAccess=1
