How do I use the Zip-Code-Database, is it "stand alone" or do I use it through MPE?

@dutchstuff: Very thanks for the Excel-File. I will look what i con do. But one question: The postcode on a adress looks like "1234AB" - so the first four digits are for the city and the two letters are for a part of the city ?

The same is the case for Oslo, Norway. All zip codes in Norway is four digits, and all "normal" zip codes in Oslo starts with 0.
When I write a zip code that starts with 0, it's not recognized by MPE.

But how do you use it? And for what? I see no reference to it either in the menus or the options.

If MPE uses the library you can type a postcode in the contact-edit-dialog and MPE will fill in City, State, Country automatically. This works also if you type in the city and it accepts also wildcards.

The Dutch ZIP-codes are build like this:
first digit: e.g. "9" is meant for a region (Groningen and Drenthe)
second digit: e.g. "4" is for the city or village. In this example "Assen"
third digit: e.g "0" is for the neighbourhood
fourth digit: e.g. "1" is for a a part of the neighbourhood
first character: e.g. "A" is the street
second character: e.g. "B" is a collection of houses. Usually up to fifteen or twenty houses.

Some additional information concerning the Dutch zip-codes:
You can tell the name of the street using the zipcode and the housenumber. However there's a change needed (separate street and housenumber into separate fields)

Basicly a good idea BUT:
1. where i should get the data for this
2. if i would have this data i think the database would be very big (and slow)

I think you are right (about a slow database). Furthermore I don't think we can get this data for free.
