Contactpictures questions ...

Rather than having the phone create automatically PB*.jpg, can we:

1. Rename them?
2. Place (create) them in a folder we can select ourselves?
3. Use an existing photo in the phone but do not create the PB*.jpg file?

Its only possible to send the phone the picture-data. The phone handles the rest.

Then am I able to disable this Contactpicture function like it wasn't there in 1.7.2?

If you switch the sync-mode to IrMC-Sync then contactpictures will not longer work. But note: When you edit a contact in MPE the contactpicture will be lost on the phone.
