I'm using Galaxy S3 (dual core version for LTE in North America) & Windows 7 and don't have any problems with USB or WiFi sync using MyPhoneExplorer.

In the Files window it shows Memory Stick but it isn't the expansion micro card. I have to goto Phone Memory and then to mnt folder. Card should show in the window.
Anyone have the same issue.
