Start MyPhoneExplorer, go to contact list, right click and select import from context menu. Now select the backup file you have.
If you don't have any profile in MPE, go to %appdata%\MyPhoneExplorer ...

Same problem here running Win 7, 64bit, no shortcuts shown, computer couldn't find program to start it (didn't let it run the full search though)

Work around
I logged on as Admin and found MPE und ...
