What I noticed: If you add the picture in MPE it would sync to Outlook. But if you add a contact picture in Outlook, it would not sync to MPE.
This is normal. If you want to force a picture transfer from Outlook to phone then you have to delete first the contact picture of the phone. Besides this ...

Please post the logfiel after you added the picture for a contact and synced.

Try with a new contact created with MyPhoneExplorer and if you still can reproduce the problem then post the logfile after sync
